Michael,
No. The cable was brand new, so I don't tried to check. Something could be with the cable configuration, so the S-video isn't capable to send color picture to the SCART connector.

Also, remember that the TV should have a s-video input, and should be able to decode that signal, or you wills see it on B&W and out of focus.
Some TV do not support S-Video signals.
