Cant say that immediately but you need to increase the kernel parameter nproc soon.

please follow the given links, they advocate of the usage of glance/glanceplus with the option -t etc to take a look at the Utilisation.

I agree nproc or maxuprc paramters might be the issue.

It sure looks like you do from the message.
Perhaps when you used glance, the usage had already stopped? Or the fork bomb was finished?
