Fedora upgrade

Hi,
  I have fedora 13 installed on my desktop with 3 partitions (swap, root and home).

I wish to upgrade to fedora 16:


1. Is it possible to just upgrade without reinstallation retaining my applications and config?
2. If I reinstall and use the same home partition, how to retain the user data and applications?

 

Also does Fedora have a long term support release like Ubuntu?
