Filter out XDMCP connections

I want to filter XDMCP connection to my N4000 server, running 11.0.
I copied /usr/dt/config/Xaccess to /etc/dt/config/Xaccess.
I edited the latter including at the end:
!my.pc.IP.here
Then I restarted dtlogin with:
/sbin/init.d/dtlogin.rc stop
/sbin/init.d/dtlogin.rc start

It doesn't work, I still can login to the server. (I use Starnet X-win32 5.1 from a Win98 PC).

Any hint?

I'd try first dropping the run-level to 2 then go back to 3 .... I'm thinking that just disabling then enabling CDE *may* not be enough to force the Xserver to re-read it's config files ....
