SolutionaCC++ Developer bundle is a license product ,you may need to buy from HP .
You can get the evaluation version from the below link ,I belive it is valid for only 1 month.

Re: HP aCC??
Your DBA is (probably) wrong.
The Oracle manuals and installer do give the impression that aCC is required, but it is *only* required if you wish to do development on the system using Oracle ProC or ProC++. If that's not the case ignore the reccomendation.

Re: HP aCC??
The bundled C compiler should be all that is needed to install Oracle database. If you need some E Business Apps, you need aCC_link.

Re: HP aCC??
It is a separate (free) product that was added to the new March 2008 11.31 OEs. For 11.23 and 11.11 it should be part of the Application CDs.

Re: HP aCC??
They say, without further clarification, that an aCC patch has to be installed.
But this is only necessary IF aCC is installed! This fact is silently ignored and not described by Oracle.
The only thing I can imagine the use of aCC is to build(!) stored procedures. But I'm no dba, so this might be wrong.
My advice: read the patch description carefully, show it to your dba and if he still insists of having aCC installed, order it on the dba's cost account.
My 2 cents,
Armin
