Usually, on RH there is configured by default sendmail.
service sendmail start
would start the service.
But first you must read the docs...
Go to:
www.sendmail.org and try to understand how things are working.

Depends what you want smtp to do.
if you just want outbound mail, you can configure sendmail.cf to DSrelayserver where relayserver is an smtp relay.
With cron then you can run sendmail -q periodically and mail will be delivered via the relay server. Note the smtp relay server must be set up to relay. It will not do so by default.
If you want the server to accept mail, you will need to start the sendmail daemon.
chkconfig sendmail on
service sendmail start
You have the option of using other mail tranfer agents like postfix.
To not guess, you need to specify what you need the smtp server to do.
