How to protect HP-UX single mode

Dear All,
On HP servers (HP Integrity family), hp-ux single mode is accessible with console connection without any password.
How can we protect this issue ?
In this situation all users having access to console connection can reboot the machine and use single mode without any protection.
Any idea?

Consider to make your system trusted

You can make use of Boot Authenticator or convert the system to Trusted mode.
