How to query CPU's frequency in 11iv3?

Guys,

we both know that CPU's model and frequency could be query in 11iv1 with sam, since sam was replaced by smh in 11iv3 and it seems I can not find the corresponding function in smh, how to accomplish my goal in 11iv3?

You can use machinfo(1).

With 11.31, the "machinfo" command works on both server families, RISC based and Integrity, e.g.:

HP9000:
# machinfo -v
CPU info:
1 PA-RISC 8800 processor (800 MHz, 32 MB)
CPU version 4
2 logical processors (2 per socket)

Itanium:
# machinfo

CPU info:
2 Intel(R) Itanium(R) Processor 9340s (1.6 GHz, 20 MB)
4.79 GT/s QPI, CPU version E0
8 logical processors (4 per socket)
