is it possible to install Oracle 10g RAC without MC/ServiceGuard ??
if yes
How to activate the shared raw devices without
using vgchange -S y -c y on both nodes

Without the rac extension for MC/serviceguard you cannot activate a volumegroup in shared mode.
Alternatives are ASM or Veritas cluster

The vgchange command with the -c option controls the membership of one
or more volume groups in a high availability cluster. The vgchange
command with the -c and -S options control the membership of a volume
group and mark it sharable.
It does not say these commands come with SG, so you may be able to go through the LVM part of the SG setup guide and set up the volume groups properly without install SG.
If it is to work, and I have doubts you will have to issue the vgchange command on both nodes. If you can't without SG, perhaps you can install SG but not run SG.

If you want to use shared logical volumes for your database then you must use HP Serviceguard and HP Serviceguard Extension for RAC.
If you don't want to use HP Serviceguard, you must use raw partitions to store the Oracle CRS files. You cannot use shared raw logical volumes to store these files without HP Serviceguard.
