That directory is really the ORACLE_HOME. Also I have tried the oemapp console and it was not found.

You probably do not have it in your path, or, you are not logged on as oracle.

The path is $oracle_home/bin/oemapp

On our servers it is /opt/oracle/bin/oemapp
