LUN discovery when using VSA

When I run ioscan and the storage is set to VSA LUN addressing scheme, HPUX does an inquiry to 128 luns and not just the LUNs reported in the Report Luns command response.
Is this the designed behavior or is there something wrong with the response from the storage?

My setup:
