Messaging and Encryption

Hello,

Just wanted to ask a couple o' ?'s:

+Is it technically possible to prevent the sending of unencrypted messages & is there an easy administrative way to do this?

+Once again, from an admin perspective, is it possible to force encryption of all mails to certain addresses?
