It is from the OS-Core.SYS-ADMIN fileset.

Thank you so much. This is what I was looking for. Although the swverify did point out other errors, reinstalling this did the trick!

The reinstall of OS-Core.SYS-ADMIN did the trick. Thanks so much for everyones help!

You can find the name by:
swlist -l file | fgrep /usr/sbin/setprivgrp

For 11.23:
OS-Core.SYS2-ADMIN: /usr/sbin/setprivgrp
