During oracle installation we have a problem with missing file /usr/include/sys/types.h. First I thought, that this file is part of C Compiler, but on other machines is file present without C Compiler. Is there any way how to get it without installing compiler?

SolutionFor 11.23 and 11.31 at least the file you are after is in the fileset
ProgSupport.C-INC
Not sure about 11.11, but probably the same fileset... what OS version are you running?
This would normally always be installed on a system unless you went with some kind of "minimal install" when you installed the OS.
So see if you have that fileset installed and if not, install off the core OS DVD.

and
swverify ProgSupport.C-INC
