Your question is not very clear.

Are you planning to make your HP-UX a TACACS/RADIUS server so that other systems can authenticate with it?
(software.hp.com has free RADIUS server software for HP-UX)

Or are you planning to make your HP-UX a client of some TACACS/RADIUS server on some other host?

Or are you just looking for some generic TACACS/RADIUS testing tools?
