I intend to purchase a new HP9000 system. Is there an official release note on the web that says that Oracle8i can be installed on HP-UX11i?

That really is an Oracle question.
It is not up to HP to decide this.
So please doublecheck with the Oracle support folks or support web site.
But I can tell you the answer you'll find: yes it is supported.
Start for example:
http://otn.oracle.com/products/oracle8i/index.html
hit: support
or:
http://otn.oracle.com/support/metalink/index.html
Now drill down:
by product: database/server
database enterprise edition
platform: hpux pa-risc
ceritified comninations: [check] +
---> 8.1.7 is certified on 11i.

Hi Kenny,
Oracle metalink has the certification matrix which says which release of Oracle rdbms is certified for which release of HP-UX software.
Attached is the certification matrix for oracle 8i (32-bit / 64-bit) rdbms release 8.1.7 for HP-UX 11 and 11i.
Then there will be release notes of the Oracle rdbms that will describe the installation procedutes and the details about BUGS nad fixes if any.
