Oracle 9.0.1.4 RAC Hang

This is Oracle 9.0.1.4 RAC with 2 instances. Due to application, we can't upgrade it to 9iR2. However, we encountered a big bug now. Both 2 instances have been showed "WAITING FOR CLUSTERWARE SPLIT-BRAIN RESOLUTION". In the meantime, we can't connect to both 2 instances. We have no choice to shutdown the 2 nodes. Can you tell me how I can do for this event?
