It depends of the environment: if he runs Oracle E-Business Suite he will need to go via 7.x->8.x->9.x because he will need to apply APPS patches between the RDBMS upgrade.

Finaly, I STRONGLY recomend you to do this migration process on a Test environment first: this is the only way to practice & test before doing it on Producion environment!

also investigate about moving to 10g instead of 9i.

I worked with a very good Oracle DBA for years. If a simple export/import would have handled it, thats what he'd have done.
I failed to migrate from 8.1.5 to 8.1.7 trying that methodology before my friend Arthur was brought aboard.
Thats why I recommend the Oracle doc, which will probably be incomplete and miss steps in combination with a tar openned with metalink to a US call center.

As said before, it probably depends on context and apps. I have migrated a client in nov 2003 from 7.3.4 (32 bits) to 9.2.0.3 (64 bits) with this exp/imp process. It still runs today (now 9.2.0.5). Fact is that it was on the same HP-UX machine and no other app than Oracle was invloved.
