It's in the GSP firmware.
Go here
http://www1.itrc.hp.com/service/patch/mainPage.do
Select firmware & then choose CPU & "browse the list" on the next page for all the GSP firmwares available. You can download this, uncompress it, write it to a tape & then boot the tape to perform the upgrade.
Quite a few GSP firmwares are available via a patch as well.

Jeff, I went to the site you indicated and tried to narrow my search by adding the keyword - J3591A (the model of the SWC) and got a big bag of nothing.
Any other clues?

Use the default login, Anonymous (Use your e-mail address as a password).
Source System IP address: 192.6.165.37
File path: /dist/webconsole/XX.X
I found this the most poorly documented and am still not sure about it since I can't access the above ip address.
There are PDC firmware patches for internal web consoles, for example, L Class PDC is 42.39.

Don't force the search..
Just take the default of CPU in the first box, pull down the menu & select browse...
in the 2nd box & click search.
It'll bring up all available - it's only 3 pages - & look for the proper fw type.
