TOC !!!!
Is TOC is the tool we used to get the crash dump or it is the hp-ux command.
can we able to do the TOC on the running server or is it possible to do in the server which is in the hung state.
Where the crash dump gets saved if we do the TOC.
How to perform the TOC in the hp-ux server, is there any difference in the os versions for that.
Please let me know the things..

TOC - Transfer of Contrl
TOC can be performed different ways.
Its not an OS command ( cosidering earlier versions -NPar or Stand alone servers).
TOC can be performed with toc switch which is avaialble backside of the server
TOC can be performed using MP command tc
sometimes if any processor detects unrecoverable error, it do a TOC to other processors ( low level - no interaction)
If you enable , "node fail fast" parameter in service guard, it will toc once it is not able join cluster.

TOC is not a tool , toc can be done with MP command/ toc button .
in Vpars, you can use the command vparreset
can we able to do the TOC on the running server or is it possible to do in the server which is in the hung state.
You can do a TOC anytime , but remember you are crashing your system.
Where the crash dump gets saved if we do the TOC.
If your /etc/crashconf is properly configured, next reboot it will store to the crash directory. Default is /var/adm/crash
How to perform the TOC in the hp-ux server, is there any difference in the os versions for that.
Not really .. but in 11.31 you can collect the crash with out crashing your system.

A TC or TOC, (* Transfer of Control*) is implemented from the GSP / MP on PA Risc and, I believe most Itanium. I say most because sometimes there's a red button that get's pushed from the back.
Your understanding is correct. You TC the box when it is hung and it will take a crash dump for analysis. Verses RS (* Resetting *) the box from the GSP / MP, which is the same exact command as a TC, minus the crash dump.
