Telnet and FTP problems

I have just built a new HPUX 11.11 system, it seems fine. However I can not FTP to it form another system, but I can FTP onto another system. Also, I can only telnet to the box from another Unix box, when I try from DOS it refuses connection???? Help?

is ftpd running??

What FLAVOR of HPux 11i did you install??

default gateway set??
