Time setting

My PC runs dual boot Caldera 2.3 and Win95. When I install Caldera, I choose
Hardware clock runs in GMT and timezone is Asia/Saigon. So when I boot Linux I
have to set CMOS time to GMT and when I boot Win95 I have to set CMOS time to
localtime. It's not convenient so I want to change Hardware clock runs in local
time. Which command or config file can I change this setting or I have to
reinstall Caldera to change this setting?

....
Once you have Local time, there are several ways to set time zone and time.
Changes take effect after reboot.
