If the UPS is going on buck and then back to normal repeatedly perhaps the input voltage is not set correctly using the DIP switches. Look at the input voltage and see if that matchs the DIP switch settings.

Thanks, I did change the dip switches and the buck on/off issue is now resolved.
I managed to fix the battery charge issue also by fully draining the battery as low as I could and then charging it back up again with no devices attached over a week or so.
