Unable to compile HPUX 11.23 (Unable to load shared library "/opt/langtools/lib/hpux64/libu2comp.so)

I am trying to compile an application on an HP-UX Itanium box (11.23) and I get the following error:

Unable to load shared library "/opt/langtools/lib/hpux64/libu2comp.so

I read on another forum (which has been closed) that the Ansi C libraries are not installed, how do I install these? Can somebody please help me?
