check the support matrx if you model is supported.
check the fimrware revision on all components.

I don't think so. Only 11.23 can be upgrade to 11.31. You have probably to do a fresh installation of 11.31.

Your model supports 11iV3,
You can check in service manual ( upgrade path ) in 11iV3 CD kit for clearing the doubt of RO
