Hi,
Is it possible to give a group of users only permission to create and Manage users.
like an Account operator in Windows.

You could set them up with restricted SAM (sam -r).

Hi,

Yes, You can use sam with restricted permissions ( sam -r ) or

use sudo and configure set of groups to run useradd

Sudo can be downloaded from here.
