Where can I find the method of Harden HP-UX 10.20?

In term of secure o/s, how can we do it on 10.20?

You can make it a trusted system using Sam. This will implement various
security features and enable you to monitor system usage more closely.

Run SAM, go into "Auditing & Security" then select "System Security Policies".
It will ask you to convert to a trusted system and you're on your way.

Be sure to read you system administration guide for all the gotchas and
guidlines for trusted systems first!
