And yes I know to they are not going to fully understand DNS unless they work directly with the flat files.

SolutionYou may be able to get the source code and try and compile it. It is GNU license, if memory servers.
You could let your users play with the GUI on a Linux box and just upload the output from Linux to HP-UX.
The DNS/BIND if 9.2.0 on both ends is completely compatible between platforms.

This includes a product called webmin. I believe its for administering the httpd/web server and not DNS.
However I have been wrong before.

comes with the Apache admin module.

In terms of managing Apache I found it to be
interesting but ultimately more trouble than
it's worth, given my relatively simple
Apache configuration and the fact that I
am comfortable with managing Apache
manually.
However, in your case I suspect Webmin
would be quite useful.

Webmin is a (mostly) Linux version of SAM that is Web-based. The last time I checked, Webmin was available for HPUX 11.0, Solaris 2.8, and AIX. I haven't looked in a while, but they were supported at one point. The download was a .tar file.
On my Linux boxes, Webmin manages just about everything (DNS, DHCP, Apache, Samba, User/Group management, etc.). There are downloadable plug-ins/upgrades, and teh ability to monitor other machines that also have Webmin installed.
As with any Admin tool, security was never a real concern. When Webmin is running the default port is 10000. The way I get around this is: ssh into the server, start Webmin, conplete my changes, and shut Webmin down.
It really is an easy tool to use once it is installed.
