I have this error on a rp4440 11.23 what does it mean at hwo to fix it?

It means the provides failed to communicate with the CIM server for some reason.

I would run check of the version of WBEM Services installed and providers status using
# swlist -l product | grep -i wbem
# cimprovider -ls

This maybe a known issue JAGag42815 of A.02.05 version of WBEM Services which was fixed in A.02.05.08 version.
