disabling sendmail relay ability

On a vulnerability assessment report, my system is allowing third party relaying of mail. I am running v 8.8.6. Am I correct if I create a the file /etc/mail/relayto, with entries for localhost and other machines I want to be able to relay to?

Your are correct. Make sure your sendmail.cf file contains the line

F{RelayTo} /etc/mail/RelayTo

...or whatever name you decide to give the file.
