I am in the market for a new pc and monitor, I would like to know what to look for in technical details for a better than average 19" flat screen.

Joe, here is a good starting place for LCD flat screen monitor shopping:

Bottom line is that you want to view the actual monitor to see if the picture "looks good" to you. One person may prefer higher contrast, but high or low is not better - it is all personal preference. You may want to include a movie clip when doing comparison - especially if you intend to use for watching any DVDs. You will want to read reviews of the monitor too (especially from gamers who are very particular about their hardware).
