how to create an .iss file on vista

hi,
when i run an exe file from command line it is executing fine.
but i need to create an setup.iss file for unattended installation of SQL server 2005.
so i try to create that by using command
c:\SQLserversetup\setup.exe -r
now one setup.iss file will generate which will stored under c:\windows\
But c:\SQLserversetup\setup.exe -r
is not working for me.
