which patch level are you?
could be a bug!
try to:
STEP 1 :
Run initjvm.sql through svrmgrl or by connecting as SYS
ON UNIX AT SQL/SVRMGRL : $ORACLE_HOME/javavm/install/initjvm.sql
STEP 2 :
$ORACLE_HOME/plsql/jlib>loadjava -f -v -r -u sys/**** plsql.jar
STEP 3 :
run initplsj.sql through SVRMGRL or SYS
@$ORACLE_HOME/rdbms/admin/initplsj.sql

I am thinking on the same line, that there could be a compatibility issue.
Oracle is committed to JServer keeping pace with Java and other Internet standards. 3.6 java.version, oracle.jserver.version, and oracle.server.version.
In release 8.1.7, the java version is "1.2.1" to correspond to the JDK default.

Get and install the latest release of the appropriate version of JAVA. Get and install all of the patches.
Make sure SHLIB_PATH points to the correct path when starting the database.
Try again.
