What I'm wondering is if a specific form of the kmtune cmd is applicable to 11.0... is the executable_stack param even applicable to 11.0? Please see below...

Yes. From 11.23 onwards kmtune is replaced with kctune. On 11.23 still you can use kmtune which will call kctune inturn.
On 11.00, I don't see the parameter executable_stack
