can you please right click on the My Computer icon, and select Properties.
Are there any items marked with a Yellow circle with an exclamation point in it?

No, there are no yellow exclamation points. The only thing I see that may be "unusual" is under HCFMODEM is Rockwell PCI Modem Enumerator. The icon for both of these is a gray diamond. Before I used the recovery disk there was a yellow question mark by the modem, but now the modem appears under device manager. Under properties for the modem it says, "this device is working properly", but when I try to connect to the Internet, I get one of two things: "A fatal exception OE has occurred at 0028:C003341A in VXP VCComm (01) + 00000106. The current application will be terminated." Then after I press "Any key to continue" and try to connect I get "Error 633, The modem is not installed or configured for Dial-Up Networking." I've tried several things in the troubleshooters and nothing seems to be working.

Remove the HCF Modem driver and then reboot.
Reply back and we'll go from there.

I removed the modem under modem properties, remove. And then restarted the computer. The modem was back, so I removed it again, and didn't restart the computer. Was there something else I should be doing to remove the modem?

After you reboot, the Hardware manager should attempt to relocate your Modem. If it does, that's ok!
Now the point to this little excercise is to reset the modem and allow the Hardware Wizard to configure the Internal Modem to the settings it wants to see.
When you reboot, I want you to enter the Bios setup for your computer. Does it describe your system as a Windows computer? If so, then change it. Some Bios managers don't behave well. If this setting doesn't work for you, you can change it back later.
When the Computer Restarts, finds your internal Modem, and brings up windows, I want you to again right click on My Computer. Is your modem Detected Properly? Is there a Yellow circle with an Exclamation Point here?
Next step, after the above is completed, is to get your Fax software (or Dialing software) to work correctly.
I use a tool from Norton Utilities - the Connection Doctor.

I would recommend using the Windows Doctor or System Check first. You WILL be amazed at what it finds.
