I assume you have set the ORACLE_SID etc.?
Also check the requirements for 8 on 11i, especially shmmax.
After that I would refer to the Oracle metlink site for troubleshooting.

The need to verify your ORACLE_SID is set and exported:
For sh and ksh:
% ORACLE_SID=
% export ORACLE_SID
For csh:
% setenv ORACLE_SID
Also, why not install 8i?

Ok ...
Check value of ORACLE_SID - is it correct? Is the path pointed to by ORACLE_HOME correct? Is ORACLE_HOME/bin in your path?
If those are correct try:
tnsping
or tnsping80

This error "ORA-12547: TNS:lost├в when using the svrmgrl command might happen on HP-UX 11.0 and Oracle 8i Release 2 if you do not set ORACLE_SID an environment and export it, then you will get this error message
Also check the following are set properly and exported.
ORACLE_HOME
ORACLE_SID
LD_LIBRARY_PATH
SHLIB_PATH
