rc4test invalid number of arguments PeopleSoft Process Scheduler fails to start

We recently upgraded our PeopleSoft Database from Oracle 8.1.7.3.0
to 8.1.7.4.0.
Both version are installed under different ORACLE_HOME's:
- /oracle1/app/oracle/product/8.1.7.3.0
- /oracle1/app/oracle/product/8.1.7.4.0

When starting the PeopleSoft Process Scheduler it fails to start
with following message:

rc4test: Invalid number of arguments
usage: rc4test

Putting the environment back on the old software tree makes it able to
start the process scheduler. What is going on?
What is the rc4test program and were is it located?

8.1.7.4.0 is just another patchset release of Oracle.
In our test and development everything worked without any problems

Any suggestion or idea's?

Urgent request - hello this is john creighton from Allentown, PA.

We also are experiencing the same problem with 64bit 8.1.7.4 on rp8400 11.11 and we're getting the rc4test error your getting. The libclntsh.sl.8.0 and rtsora that links to this oracle library are the cause. Our MF/COBOL applications link to libclntsh.sl.8.0 and are receiving the same rc4test error message. How did you resolve this? - did reinstalling to v8.1.7.3 resolve this issue? The rc4 seems to be RC4 security related. We have a tar with Oracle but it's not getting anywhere

RESOLUTION - we discovered by testing the 8.1.7.4 introduces the problem - backing off to 8.1.7.3 resolves this issue. Now if Oracle had a way of backing off a patch level in their DB?

This problem is for any 8.1.7.4 RTS built to run *gnt files whether Oracle "rtsora" or M/F built RTS that are built with 8.1.7.4 version of libclntsh.sl.8.0
