restricted sam and associated command

If a user has the ability to do printer request maintenance in a restricted sam session, does this also allow them to do it from the command line as well without going into sam?

No.

Restricted SAM is just SAM, it has nothing to do with access, or not, to the command line commands.

should a normal user be able to cancel print requests then?

a normal user would have the ability to cancel requests *they* initiated, using

cancel printer-job

there are other options. see "man cancel" for them.

a typical user would not be able to cancel jobs they don't own...

If a user is not logged in as root, there should be no way for them to cancel a print request that is not their own from the command line. right???

Unless you have a wrapper script or other mechanism that's doing an su or sudo to a root-based process that *then* issues the cancel, you are correct.
