rpcbind/portmapper when running NFSD

Aren't the rpcbind and portmapper service(s) always req'd in order to run NFS?

Thx.

Yes. rpcbind is started as part of the nfs.core rc script. The nfs.server and nfs.client rc scripts check to see if it's running and exit with return code 1 if it is not.
