Does this look like a problem?

bmhp15:/sbin/init.d # ./sendmail start
WARNING: writable directory /var
WARNING: writable directory /var/spool
WARNING: writable directory /etc
WARNING: writable directory /etc
/etc/mail/aliases: 6 aliases, longest 9 bytes, 76 bytes total
sendmail

It is a permissions thing but my HP-UX 10.20, as installed, has those directories permissioned at 555, not 644. Not really sure which is more appropriate though.
