sendmail storming mail servers when user unknown

i'm running hp-ux 11.0 and 11.11i, and if an email is sent to our exchange servers, and the user is invalid/unknown, i receive a return mail message, and then sendmail starts trying to resend the message thousand of times. how can i prevent this from happening. See attached file for snip-it of log. notice email sent to id, and then multiple return messages from=<>. this will occur until i bounce all sendmail processes.
