The agent and the database startup but not the listener. Your immediate responds will be greatly appreciated.

I working with an windows NT, the /etc/services
would be where? I mostly familiar with HP systems and where stuff is located.

I found the services in the orant/net80/agent directory, made the changes to the port. Still no response from listener.

You should configure a listener before you start it.
Also make sure that you have proper entries in the $ORACLE_HOME/network/admin/listener.ora file
Post your listener.ora file.
What is the name of the instance you are trying to create.

Yes, post your listener.ora. Most probably there is any error in this configuration file. Normally, there should not be any problems with port 1521!
Also, post the output of:
lsnrctl80 status
For example, on my working system i get the following output (DOn't worry about the OS version, the outputs are in the same format).

In response to your answers, the OracleTnsListener80 is not started in the window services. I have tried to start Listener
from the dos prompt, here is the response:
