what is the meaning of %wio in sar output

Hi all,

man page for sar says that %wio, "Reports the percentage of time the cpu(s) were idle during which the system had outstanding disk/NFS I/O request(s)"

As per my understanding this %wio is idle time where CPU is doing nothing, if there is a runnable process then, CPU will be allocated to runnable process. Also the time during which the CPU is actually busy is the sum of
%usr and %sys Please let me know if there is any documentation to confirm the above.
