I have a problem about detecting rp7410 local hard drives.
When system is in BCH, “sea” only shows dvd rom as follow:

Also the green LED in front of disk is off when in BCH mode.
So when I try to install hp-ux in boot menu shows zero disks:

Which slot is the disk drive in? How many Cells and MPs are installed?

To be sure, you can try the following:
Install the drive in the top, left slot and run SEA ALL. If everything is working correctly, you should see the disk at the following path: 1/0/0/3/0.6.0

I tested all 4 possible positions.
All the two Cells and MPs are installed.

Yes, at first when server boot Amber LED flash, but in BCH mode when I change disks, not any green LED flashes, but in my another rp7410 when I change disks in BCH mode, green LED flashes.
Also tested with two other working disks, same result.

Look at the Mass Storage Backplace replacement section to check cable connections, termination indicators, etc...
Have you tried using the MP commands to make sure everything else is ok?

I changed the Mass Storage backplane with another working server, and server detect the internal hard disks!
