looks like cell2 has a problem? reported by the other two cells?

what does the ps say for cell 2? you have 3 cells installed but only output for 2

Your system is signaling a fault in CPU 0 of all the cells 0, 1 and 2.

If I understand this message correctly, there might also be a problem with one of the Voltage Regulator Modules:

Open a hardware support call. The messages suggest you have at least one failed hardware component, possibly more than one.

i did deal with an issue when one of the VRM not Enabled by replacing it, but from where can you get a single VRM? you get to get a new cell.

I don't think so! I think VRM's 4 Pwr Good status is not good!

check out how many(16) VRM were configured in cell 1 and how many(15) were Pwr good. it is just my opinion, and i consider you should try to unload cell 1 and cell 2 first to see what happen.

but it does clearly state that the cell 2 is the one with a fault?

Also it is not detecting an io chassis assy? the rio connection cannot be verified?
