Off hand I think of the following:
1. VxVM is only supported on HP-UX 11i.
2. 11i has the necessary infrastructure to support dynamically loadable kernel modules (DKLM). DKLM modules can be added to removed without rebooting.
3. 11i added the ability to dynamically tune some kernel parameters too.

IPv6 is not supported on 11.00
Strong random number generation is not supportedor installable on 11.00
I am a little fuzzy on item 1, but solid on the last two.
All of the above items are supported on 11i
Further, 11i, though bigger and a little harder on the hardware is more reliable, a good improvement for hardware that can handle it.
