I understand correctly what is 3PAR Cli needed to install 3PAR Hardware VSS Provider?

We have four SAID's and i don't see any available products for them.

You need a 3PAR SAID. The SAID you tried is not for a 3PAR.

If I use your Link for Software updates and licensing, I did also not find the 3PAR CLI download.
If I Login with my SAID, I will (simply search for CLI).
Maybe your SAID does not include 3PAR or 3PAR Software.
Go to https://support.hpe.com/portal/site/hpsc/aae/home and check if one of these SAID does include the 3PAR Software.

So we have active 4 SAID's for MSA2050, HP DL360 and etc. and can download Hardware VSS Provider for 3PAR, but cannot download 3PAR CLI for install VSS Provider, is that so?

Yes
Many "Software Depot" Software doesn't need a linked (active) SAID or CarePack.
But downloads from "Software updates and licensing" Page, needs always a SAID and is checked again the Product.
With a Contract (SAID) you not only pay for Parts and Service, this also includes the money for further developments.

When using new HPE software portal: https://myenterpriselicense.hpe.com/
find a proper core 3par OS version download. e.g. 3.3.1 EGA or 3.3.1 MU2
3PAR CLI package is inside to download.
I assume one is loggen in with proper support package assigned to account.

The new License portal does not work (at least not for me with DuckDuckGo Privacy Essentials) if you have any adblocker/tracking blocker active. In that case you simply don't see any products or downloads. With 100+ trackers from oracle etc. allowed, everything works. Cool, that.
When you have problems finding/downloading updates or software, always try disabling those.
I tried the "Let's chat"-experience (bottom right) when I could not stuff in the new portal, all they had to say was "No idea, use Chrome instead of Firefox, should work then".
