hi,
i want to increase virtual volume size
is it possible to change the virtual volume size without any downtime to the host ?

Storage can do.
It depends on the Host OS: ESX, Windows, Hyper-V and most Linux = Yes

3PAR side you just need to edit the VV and increase the size in the IMC or Management Console.
Rescan for changes at the Host O/S and then extend your file system, techniques / support for doing this will vary by O/S and version.
Please mention your 3PAR details, Management Console or IMC version, Host Operating System version to get more accurate answers.

Ah. ESX. As I recall, VMware had the bugs worked out of expanding a file partition back in VMFS3.
As noted earlier, expand the virtual volume, wait for the system to complete the task and show the volume ready. Then in your ESX management, rescan, select the datastore and increase the capacity.
