HP-UX v3 on a rp2470?
My question is, unofficially is the RP2470 capable of running 11i v3?

I guess this box cannot run 11.31, because the unsupported servers are based on the same chipset - this is the "predecessor" of the chipset used in the supported servers you mentioned. It seems the bits for this chipset are not included ...
Of course you can try ...

The "Official" line does not mean to say it will not work. Using a similar case, we had a G50 running hp-ux 11.11 , and the manual said "not supported". I guess it gives HP a reason not to help support it.
Guess the best idea is as Torsten suggests, try it - you have got nothing to lose except the time taken to load it.

I observed someone trying to load 11i v3 on
an rp2470. It did the pdc relocation,
then displayed: DoCalllist done
and then seemed to hang.

Yeah, which differs from the usual meaning
of "we didn't test it, or we did but don't
want to tell you because we want you to
upgrade".
In this case, one has to assume that HP
knows it won't work because they had to
exert effort to remove code from the OS to
prevent it from working ... to "encourage"
users to upgrade. When they do that,
they really should document that it doesn't
work, not merely that it isn't supported.
I.e., treat it as openly as the 9000/834,
where they deliberately removed graphic
head support from the kernel ... but
rather than saying "unsupported" they
documented that it wouldn't work.
