What is used IPL menu (before start server) for?

Do you try a "man 1m isl"? I would also do a "man hpux". That should tell you all you need to know; perhaps the most common (other than the default boot, of course) use of isl is to bring the machine up in single-user mode for maintenance (or because you've forgotten the root password).

By the way, the terms isl and ipl are used interchangeably depending upon the platform/firmware version.
